The Fresno City Council voted down an ordinance Thursday that would have fined people in their cars attempting to give money or food to those standing at busy intersections. The proposal in question is called the Safe Transfer of Objects to Pedestrians, or STOP, and was authored by Council President Steve Brandau. Frustrations over the city’s attitude towards the homeless drew around a hundred people to the meeting. The council sat through nearly three hours of public comments, most of them against the ordinance. Some accused the council of hating poor people, one person said it was an “attack on humanity,” and another called Councilman Brandau a bully. Brandau, who is leaving the council to join the Fresno County Board of Supervisors, also proposed the city’s camping ban back in 2017. After months of speculation as to whether The Mesa Verde Detention Facility in Bakersfield would shutter, Immigrations and Customs Enforcement say it will stay open for at least another year. ICE is directl y contracting with the company that owns Mesa Verde, the GEO Group, to operate the facility, according to documents submitted to the Federal Business Opportunities, or Fed Biz Opps, website this month. The $19,377,500 contract will expire on March 18, 2020, citing “unusual and compelling urgency.” Since 2015, the GEO Group had an intergovernmental service agreement, or IGSA, with the city of McFarland to run the facility. In December McFarland pulled out of that agreement , bringing into question whether Mesa Verde would stay open because of a state law that limits involvement between for-profit detention facilities and local agencies. More than half of California’s olive groves are right here in the San Joaquin Valley. But Tulare County growers say that with a major olive cannery set to buy more Spanish olives, the future for olive production looks grim. We talked to grower Jim Simons from his olive grove near Visalia. He and other farmers are scrambling to figure out what to do with an anticipated bumper crop this year in the face of what they say is devastating news. One of the two canneries in California, Bell-Carter, has just terminated its contracts with most of its growers. It turns out it’s cheaper for Bell-Carter to import unprocessed olives from Spain, where the crop is subsidized, than to buy them locally. The Olive Growers Council of California says unless legislators help growers find a solution, some could lose their farms.
